东南亚国家抑制最低工资涨幅

      日媒称,将在2020年1月调整最低工资的东南亚各国收窄了工资上调幅度。虽然东南亚各国应民众的强烈要求而上调最低工资,但同时也在为维持产业竞争力而绞尽脑汁。

  据《日本经济新闻》网站1月2日报道,泰国从2020年1月开始把曼谷的最低工资上调1.8%,升至每日331泰铢(约合76元人民币)。调升幅度比2018年4月的4.8%明显缩小。

  报道称,受泰铢升值影响,泰国对华出口减少,经济有所放缓。泰国产业界认为,如果按选举时承诺的水平上调最低工资,中小企业将受到冲击。泰国政府计划在4年里分阶段上调最低工资。

  在越南,河内和胡志明等主要城市的最低工资将上调5.7%,调升至每月442万越南盾(约合1328元人民币)。上调幅度虽然超过2019年1月上次上调时的5%,但与越南2019年7%左右的经济增速相比,最低工资的调升幅度不算大。

  报道称,在马来西亚,吉隆坡等57个主要城市的最低工资将上调9%,调升至每月1200林吉特(约合2038元人民币)。马来西亚总理马哈蒂尔率领的政党联盟在2018年的大选中获胜,该联盟承诺5年内将最低工资调升至每月1500林吉特,分阶段实施。

  在印度尼西亚,雅加达的最低工资将上调8.5%,调升至每月428万印尼盾(约合2140元人民币)。印尼结合经济增速和物价涨幅来决定第二年的最低工资上调幅度,最近几年一直保持在8%左右。

  日本贸易振兴机构海外调查部的小林惠介指出,对于企业来说,工资上调是否伴随着生产效率提高十分重要。如果东南亚的最低工资上涨水平超过经济增速,外国企业将不得不调整战略。

 

Southeast Asian countries that will adjust the minimum wage in January 2020 have narrowed their wage increases, Japanese media said. Southeast Asian countries are raising their minimum wages in response to strong public demand, but are struggling to keep their industries competitive.


Thailand will raise the minimum wage in Bangkok by 1.8 percent to 331 baht a day from January 2020. The increase was significantly smaller than the 4.8 percent increase in April 2018.


The report said that the Thai baht appreciation, Thailand exports to China fell, the economy has slowed. Thai industry believes small and medium-sized businesses will suffer if the minimum wage is raised at the level promised at the election. The government plans to raise the minimum wage in stages over four years.


In Vietnam, the minimum wage in major cities such as Hanoi and ho chi minh city will rise 5.7 percent to 4.42 million Vietnamese dong, or about 1,328 yuan, per month. The increase is more than the 5% increase seen in January 2019, but it is modest compared with Vietnam's economic growth of around 7% in 2019.


In Malaysia, minimum wages in 57 major cities, including Kuala Lumpur, will rise 9 percent to 1,200 ringgit a month, the report said. The coalition led by Malaysian prime minister mahathir mohamad, which won the 2018 general election, has pledged to raise the minimum wage to 1,500 ringgit a month in five years, to be phased in.


In Indonesia, the minimum wage in Jakarta will rise 8.5 percent to 4.28 million rupiah a month. Indonesia's minimum wage increase for the second year, which combines economic growth with price rises, has been around 8% in recent years.


Keisuke kobayashi, of the overseas research division of the Japan external trade organisation, points out that it is important for companies whether higher wages are accompanied by higher productivity. If minimum wages rise faster than economic growth in southeast Asia, foreign companies will have to adjust their strategies.
